Inside Kisumu's KSh14.46 Billion Budget: Winners And Big Promises Revealed


The Kisumu County Assembly has approved a KSh14.46 billion budget for the 2026/27 financial year, paving the way for the county government to implement development projects and enhance service delivery across key sectors. 

The budget, which was passed after deliberations by members of the County Assembly, seeks to balance recurrent expenditure with increased investment in infrastructure, healthcare, agriculture, education and economic empowerment.

The approved budget reflects the county government's commitment to accelerating development while addressing the needs of residents through improved public services. 

County leaders said the financial plan was developed after extensive public participation and consultations with stakeholders to ensure that priority areas identified by residents receive adequate funding.

According to the Budget and Appropriations Committee, a significant portion of the allocation has been directed towards development programmes aimed at stimulating economic growth and improving the livelihoods of residents. 

The county administration emphasized that investments in roads, water projects, health facilities and agricultural productivity remain central to its development agenda.

The health sector emerged as one of the biggest beneficiaries of the approved budget. Funds have been allocated to improve healthcare infrastructure, purchase medical equipment, recruit additional health workers and ensure a steady supply of essential medicines in county health facilities. 

County officials noted that strengthening healthcare services remains a top priority, particularly in improving access to quality medical care in rural and underserved areas.

Infrastructure development also received a substantial allocation. The county government plans to expand and rehabilitate road networks, improve drainage systems and enhance urban infrastructure to support economic activities and ease transportation. 

Officials said better roads would facilitate movement of goods and people while attracting private investment into the county.

Agriculture, which remains a major source of livelihood for many households in Kisumu, has also received increased funding. 

The county intends to support farmers through the provision of certified seeds, fertilizers, extension services and irrigation programmes aimed at boosting food production and improving household incomes. 

Investments in fisheries and livestock development are also expected to strengthen the county's agricultural value chains.

Education and vocational training feature prominently in the new budget. The county government has allocated resources for bursaries, the construction and renovation of Early Childhood Development Education (ECDE) centres, and the improvement of vocational training institutions. 

Leaders said these investments are intended to enhance access to quality education while equipping young people with practical skills for employment and entrepreneurship.

Water and sanitation projects have equally been prioritized. The approved budget includes funding for the expansion of clean water supply systems, rehabilitation of existing water infrastructure and construction of sanitation facilities in both urban and rural areas. 

County officials believe these investments will improve public health and reduce the burden of water shortages experienced in several communities.

Speaking after the budget was approved, leaders in the County Assembly described the financial plan as a balanced and people-centred document that responds to the aspirations of residents. 

They urged the county executive to ensure prudent management of public resources and timely implementation of approved projects. Members also emphasized the importance of transparency and accountability in the utilization of county funds.

The Assembly's Budget and Appropriations Committee called on all implementing departments to adhere to procurement laws and financial management regulations to guarantee value for money. 

Legislators noted that proper monitoring and evaluation would be necessary to ensure that projects are completed within the stipulated timelines and deliver the intended benefits to residents.

The approval of the budget comes at a time when county governments across Kenya are under increasing pressure to improve service delivery while managing limited financial resources. 

Rising operational costs and growing public demand for better infrastructure, healthcare and employment opportunities have compelled counties to prioritize spending on high-impact development projects.

Economic analysts say the successful implementation of the KSh14.46 billion budget will largely depend on timely disbursement of funds from the National Treasury, effective revenue collection and sound financial management by the county administration. 

Delays in funding or weak absorption of development funds could slow the implementation of planned programmes.

With the budget now approved, the Kisumu County Government is expected to begin rolling out projects outlined in the 2026/27 financial plan. 

Residents will be keenly watching the implementation process to determine whether the allocations translate into tangible improvements in healthcare, infrastructure, agriculture, education and other essential services. 

County leaders have expressed optimism that the budget will accelerate socio-economic development and improve the quality of life for the people of Kisumu.
